Looks like a scribble -- the first set of numbers is your file number for the rest of your life -- A96 204 165
Visa Waiver Refusal will be under 8 CFR 217.4(a)(1) -- which is not such a bad thing -- it is NOT a formal "removal" which has all kind of legal consequences.
I kind of see the possiblity of 212(a)(7) in those numbers.
In the Immigration Act -- an "immigrant" without proper documents is defined at section 212(a)(7)(A)(i)(I) while a "non-immigrant" without proper documents is 212(a)(7)(B)(i)(II). Please note that not qualifying for the requested status falls under the rubric of not having proper docouments.

Re: Anybody Know What These Numbers In My Passport Mean?
I'd visited 4 times (this would have been my 5th) - crazy part is they
stamped my daughters passport as accepted in but wrote that line in the
front page of my passport - guess I'm marked for life now.
Wonder if it will affect the fiance visa process?

Re: Anybody Know What These Numbers In My Passport Mean?
Thanks for your help - so it should read 212.7a1
So basically in simpleton terms they just werent happy that I was on the
Visa Waiver Program - so that should not affect the I129F that my fiance
is in the process of applying for now then?
I feel a little easier this morning
Thanks Again
