Adoption question
My oldest brother bought a house and moved to a more suburban area. me
and my younger brother share a room.
we're both victims of quota-wait. father is P resident and sent in
forms for us.
my brother will soon turn 16, can my Big brother (citizen) gain his
custody and process him through INS's adtoptive-parent forms?
