Adopted son's green card-big mess-HELP!

Default Adopted son's green card-big mess-HELP!

My adopted son has an appointment in Ciudad Juarez to get a legal
entry visa on September 12th. My wife and I adopted him in Oregon, 5
years ago, he originally entered the USA illegally 11 years ago ago
with his mother. The lawyer who has helped us throughout the process
said we needed to go the Mexican Consulate to get him a passport, so
we went this morning and he was denied because his adoption was not
recognized by the Mexican government. All the ID we have is his birth
certificate and Oregon state ID card. Are we looking at having
problems if we go without his passport?

Any insight and help would be greatly appreciated.
