Adjustment of Status for Tourist Visa Holder
Hello All,
I recently became a US citizen and I want to file Form I-130 for my mother who is currently on a B1/B2 visa. However, she's NOT in the United States at the moment. Does she still need to adjust her status even though she's in another country right now?

No. Since she is not in the USA, you will need to file form I-130 to start the ball rolling in an immigrant visa for her. The process from start to finish takes 12 to 18 months.
It is illegal to enter the USA as a visitor with the intent to adjust status, so she should not go that route.
