Hello,
I just have one simple question! Can a Student change his/her
status in the US, I mean change from F1 to B1/B2? Someone say after
911, students are not allow to change status within US! Is it truth?

Yes, you can.

Visitors on B2 status can not change *to* F1 in most cases.

There are two aspects to this question. One is the question of whether an
F-1 student status holder is *eligible* to change status in the U.S. at all.
The other is the chances of success of the F-1 student's request to change
status.
At present, an F-1 student status holder is eligible to apply to change
status, with no restrictions that I can think of. There is one recent
restriction on B-2 holders who apply to change to F-1 status, but it does
not forbid the application. It merely forbids enrolling in school until the
application has been approved.
There is a *proposed* rule which would forbid B-2 holders from applying to
change to F-1 status unless their intention to change to F-1 was endorsed by
the INS officer at the time of entry in B-2 status. But this is not now in
effect.
Now, concerning the chances of success: INS may or may not approve any
requested change, and it has always been that way. The chance of success
depends on the person's situation, whether the original intention at the
time of entry was valid, and whether the changed intention is valid, and
whether INS believes that the person will return to the home country at the
end of the authorized stay.
