245i based on work sponsor

Hi group, I'm working for company A since 1997 under H1B recently it was approved for
another 3 years. The company I work for, told me they want to sponsor me to get the
residence. The question is, should I be benefit under 245i just with the submission of the
application to the labor department? is it necessary to have the labor department
certificate duly approved before April 30? Thanks in advance.
