In general I agree with your point, but must point out here that a student
holding F-1 status may work *on campus* up to 20 hours per week during term
and full time during breaks and vacations *from the first day of holding F-1
status.*

Generally a student needs far more funding to support himself (or herself)
then he can obtain in a part time on-campus job. However, it is not correct
to state flatly that a student cannot work for one year.

You can request a work permit for certain type of jobs
