Default "ever filed an immigrant petition"

Hello,
I have applied for an RIR labor certification and it is pending. In
the mean time I'm applying for an H1b extension. For the question
"have you ever filed an immigrant petition ..." should I answer no? (I
have not filed an I-140.)

The I-140 (or the I-130 for family-based applications) is an immigrant
petition. The LC is not. The LC is specific to a job, not a person.
So you can safely say no.
