Definitely looks like hover hands but if she was, in fact, asleep when the picture was taken, I think he still crossed a line. Leagues away from Roy Moore or the pussy-grabber-in-chief, of course.

The picture isn't the only part of the story though. More concerning is when Franken kissed her without permission, as part of a "comedy skit". Obviously, there are different degrees of sexual assault, and this isn't any where near as bad as what Roy Moore is accused of, but that doesn't make this OK
