Reagan did some deeply unpopular things. Being President is not a popularity contest.

I would expect that title to go to a one-term President that was hounded out of office. I am only familiar with the more recent Presidents, and while some were one term Presidents and one didn't complete his second term, I don't think any of them clearly fall into the category of "The Worst President in History", but some might say President Nixon is in that category, he was arguably hounded out of office, but during his second term and he did some positive things, his trip to China literally changed China. As it turns out Nixon revealed military intelligence to the top Chinese officials, Russian troop deployments, locations of Russian tactical nukes near the border, etc (even the CIA were not told about this transfer of very sensitive military intelligence to the Chinese government), some now say President Nixon turned China into a tacit ally, President Nixon's administration was deeply concerned by the perceived Red Bear. But this transfer of military intelligence did not come out until some time after the end of Nixon's administration. President Nixon arguably did an amazing thing, had Congress learned of what he had done, there would have been uproar.
Ok, lets try this one, name some positives that GWB has accomplished in his years of dictatorship that would significantly outweigh his negatives.
