I think its a valid and innocent question, I'd expect most intelligent people of working age in the home counties, working in London to have a passport.

Since I have read everyone else's: Born west London, Caribbean, South west England, San Francisco...

Well he's a self confessed yank on an British expat board. He chats to people who have obviously moved from their birthplace, he hasn't moved too far from his. If he hasn't visited other countries I hope he does one day, he would represent the US well. If I met your hypothetical Londoner under similar circumstances I would probably ask them the same question.
