Well I don't know if it's useful here but I've just logged into my Paypal account using my paypal.fr password, it shows all my cards used with paypal since my days in france, and it also still lists my french home address although of course, none of these is used any more. I have my current US card on it as well as my current US address and I used this account 3 weeks ago to pay in US$.
I don't remember doing anything at all to migrate the account to US dollars.
