Thi strikes me as very similar to manufacturing etc and outsourcing.
The problem is that there are some jobs that you can not outsource so how do you get the cost down.
I agree that the Uber etc model does not work if you have to pay minimum wage, withholdings etc, not that different to many other things where you simply can not compete with lower cost providers.
I think it was on Reddit that I saw someone complain that AirBnB rates were such that you might as well stay in a hotel, well with Hotel prices collapsing due to Covid, focus on regulating with consequence costs well yes. Most hosts will not have the economies of scale.
