Of course. This is by design.

Edit: regarding "making things better" some, like myself, might say that the best thing government can do is get the hell out of the way and stop "helping". But that's just me.

And improving things for the general populace to be secondary.
Pretty much summed up the american two party system in two sentences. Nicely done!

It's quite the shame nothing will get achieved until November 2016 while Obama tries to cement his legacy and the republicans try everything (or nothing) to taint it.
Maybe they'll block the building of more aqueducts.....
