Agreed - the Govt. is definitely a perpetrator. But what about the people doing the killing? There are (at least) two elements here - the government for allowing it, and the worthless scumbags who pay to do the killing (there are obviously a lot more folks in the middle also). Why do you refuse to place any blame on the people who make it all possible - the 'demand' side of the equation? I'm convinced it will be easier to stop the demand side that the supply side here.

Conservation groups collect data. They have minimal political influence, and they can't afford to be too confrontational lest they be kicked out by their hosts.
This is similar to gun control. I don't expect trophy hunters to become better people, and it's a waste of energy to try to win them over. The goal should be to end the practice as much as possible, no matter how the would-be hunters feel about it.

CNN Analyst, Tom Fuentes (Former Assistant Director of the FBI) pointed out that even if the US does not extradite the Dentist, he is most likely to be arrested and extradited, when he travels abroad to another Country.
Fuentes pointed out that once an Extradition Request is issued, a "Red Notice" is put on that Individual's Passport. Any Country which is a Signature of the Treaty, is obliged to conform with its requirements. Therefore, he will more than likely end up in Zimbabwe, if he leaves the USA for any reason, even if the USA decides against packing him off.

Delta Airlines effective immediately will no longer transport trophy kills of certain species from Africa.
"“Effective immediately, Delta will officially ban shipment of all lion, leopard, elephant, rhinoceros and buffalo trophies worldwide as freight,” according to a statement by Morgan Durrant, a Delta spokesman."
Apparently some other airlines around the world have done the same. Delta is the last I knew the largest US airline to serve Africa (maybe the only one?).

The biggest culprits for : be it trophy hunting or animal parts for 'medicinal' or ceremonial purposes (rhino horn traditional Yemeni daggers) are wealthy buyers. The poachers and the governments in Africa are poor and racked by strife. Us in the 1st world have the luxury of not killing endangered species or big game to feed our families.
While these American trophy hunters do focus the attention the biggest culprits are well to do Chinese who are most responsible for the dire straits of many species. You would think the wealthy in the world's 2nd largest economy would develop a conscience and move away from their selfish attitude towards nature. China's high IQ is touted but they still cling to idiotic folk medicinal beliefs .

American Airlines serves no destinations in Africa so unlikely they shipped many trophies.
