There are about 3000 employees of our intelligence services. It is thought there are at LEAST 5000 people of interest in the UK at the moment. How on earth can they track them all ? Its like juggling plates on sticks.

Why should Muslims take responsibility for it? By that logic, the Pope should take responsibility for a US drone strike that killed civilians because the people in charge of that strike were Christian. It doesn't make any sense!

As steve said. It is difficult for the intelligence services to keep tabs on everyone. But do not forget that the other members of Five Eyes are likely helping each other out. It isn't just a "You're on your own scenario".

Finally, yes if he did see a Muslim there he would have detonated. These people only care about their extreme version rather than the version that is mainly practiced throughout western civilization.

Clearly intelligence is under resourced so fund it more! Introduce better border checks and vet these citizens the problem is concentrated on a few nations.
