If you mean Permanent Residents, no.
Only US citizens can serve on a jury. The jury duty summons has a checkbox "Not
a US citizen". Just mark that and send it back...

They send them to anybody and everybody, including those at addresses

They send them to anybody and everybody, including those at addresses
clearly outside the applicable area.

Re: Jury Duty
I don't know about other states but California seems to use the DMV database to send out their jury duty summons (as opposed to using voter registration rolls). So they will send them to anyone who has a drivers license or ID card regardless of your immigrant status.

Hmm, not every citizen is a registered voter.
So, the use of the DMV records (whenever you renew a DL or register a car)
results in reaching more US citizens. Sending the summons out to non-citizens is
just collateral damage...
