If this part is true it could be very attractive to some….

Seems to me to be a lot of noise for making EB-5 more expensive - with less conditions on jobs etc (i.e. less paperwork for USCIS) and more money.

Any investment worth making, in an actual business with tangible assets [[i]i.e. not just buying shares on the stock exchange) is going to create tax deductions such that you're not going to be paying any significant amount of tax for at least 5-10 years, and that is just for "ordinary" businesses that anyone (with money) can start at any time, without any "deal" negotiated.
If your talking 100+ jobs you can often negotiate additional tax rebates from the city/ county, and for several hundred jobs or more you should be able to negotiate state tax rebates too.
