If this part is true it could be very attractive to some….

”But generally speaking, it will be people with money and people that create jobs, and they won’t have to pay any tax on income outside of the United States, which they’re not paying right now. They’re not citizens, but they’ll have to pay if they create jobs in the United States, they’ll pay full taxes like everybody else.”

Does that mean there's going to be the substantial presence test, the greencard test and the gold card test?

Seems to me to be a lot of noise for making EB-5 more expensive - with less conditions on jobs etc (i.e. less paperwork for USCIS) and more money.

You apparently don't know much about IRS rules and investing in businesses in the US.

Any investment worth making, in an actual business with tangible assets [[i]i.e. not just buying shares on the stock exchange) is going to create tax deductions such that you're not going to be paying any significant amount of tax for at least 5-10 years, and that is just for "ordinary" businesses that anyone (with money) can start at any time, without any "deal" negotiated.

If your talking 100+ jobs you can often negotiate additional tax rebates from the city/ county, and for several hundred jobs or more you should be able to negotiate state tax rebates too.

A new article about gold cards from Vanity Fair. From the article: Now, the Times reports, work on that system is well underway. The people reportedly building it? Marko Elez, the software engineer who once boasted that he was “racist before it was cool” and that he wants “a eugenic immigration policy;” as well as Edward Coristine, the 19-year-old former intern who reportedly worked for a cybercrime ring and goes by the online moniker Big Balls.

Wake me up when they have a 2/3 majority in the Senate for any immigration reform.
