Default Customs Form

In a few months my wife (USC) and I will be visiting the US for a few weeks. This time we'll be travelling with my brother. Should we all fill in a single customs form or should my brother fill in a separate one? I'm not sure what counts as a "family" for this purpose. Thanks.

Without digging too far into cbp.gov, there is no clear-cut answer. CBP uses 'immediate family' which to my way of thinking would equal you + wife. Brother is his own entity now.
