I agree that this is the best thing of all for a visitor to do. I've been to London plenty of times, and if I have any time at all to spare I go to Victoria station, pick a double-decker more or less at random, and ride it as far as it goes - and then back. A wonderful experience.

I had a friend who was a sound engineer for Floyd back in the day. He was holding onto the rope of the pig, which escaped and they had to inform Air Traffic Control as it interfered with commercial flights!

My two pennorth. Yes, a hop on hop off tour bus , an Oyster card https://www.londontoolkit.com/briefing/oystercard.htm - max amount payable per day, then effectively free. you can then go anywhere in London by Tube or bus. Visit places you don't see much on TV such as the Horniman Museum, London Transport Museum in Covent Garden and any Theatre - cheap tickets available on the day from the kiosk in Leicester Square.TKTS - London Theatre Tickets

Open top double decker around the sights, depending on their age the Churchill War Rooms. Used to work opposite and spent quite a few lunchtimes down there. Buck Palace, River cruise, Madam Tussauds, Tower Bridge, Tower of London, How long do they have??? My kids loved going to Aldenham Park to play in 100 Aker Wood. Was a must do every summer holidays.

I like the bus idea. Maybe the number 11 bus, which goes by St Paul's, the Royal Courts of Justice, Trafalgar Square, and Westminster.
Has anybody been to the View from the Shard? It's expensive, though not that much more than many London attractions at £30 each (all the free museums make up for how dear everything else is!) I've done the London Eye but I reckon you'd see even more from the Shard.
