It probably isn't. I had an iPhone 5 3+ years ago...Verizon unlocked it last year.

My phone defaults to WiFi anyway. So would not matter.

I have a Teco cheapie for when I go back but must now be marginal if it is worth the hassle.

2p a minute from a land line, but from a cell phone it will be whole lot more.

In that case you can get a phone card from various sources and it comes with an 0800 number for you to dial out which can be used on Mobile too. One of the cards I used you can also nominate Mobile and landlines so you don't need to dial the long access code. Let me know if you need the card details.

I don't know about verizon but my T-mobile phone will make free calls /send texts back from the Uk to the USA via wifi connection which it defaults to anyway.

Verizon generally would not work in UK unless you inform Verizon in advance to Unlock it for international use and then buy a local Sim in UK. That was my experience when I travelled with iPhone5C to UK and could not even receive calls yet alone make them:-(

PF said "via WiFi". I had my AT&T phone with me in the UK last summer and although I could make and receive calls, I only used it through Skype/WiFi.

no, that's not correct.

With T-mobile wi-fi you can make and receive calls and texts internationally.

My v cheap Nokia ($50) automatically connects to a wi-fi if available.

I'd also go the Wifi route. I've got T-Mobile so can just use the wifi calling as default but if I had to use a 3rd party app I'd use Google Hangouts, you get free calls within the US using that so if you're on Wifi it won't cost you a penny.
