I don't think "they" do it on purpose, they just paint themselves into corners with all the red tape.

When I was a nursing director I would Post the vacation schedule for the prime summer months usually in early March. I could usually only let two RNS have the same time off on each shift. I also had to consider skill mix. My units would have been in a world of hurt, if I let two experienced RNs go at the same time, and then let the new grads run the unit for a two week time period. Sometimes, I would have to haggle over start and end dates so I would have appropriate staff coverage. I don't ever remember having to rescind an approved vacation. I am honestly glad I don't have to deal with that mess anymore.
