Default Birth Certificate

When certificate is not available, I have seen recommendations that you submit affidavit from 2 relatives. For my mom, there is no record of birth and I have letter from the authorities that record doesn’t exist. However she has her school leaving certificate and it shows date of birth.

Is school leaving certificate acceptable? And do we still have to submit that affidavit, if you have school certificate?

I would... it seems to me that you want to help the officer make the "right" decision, so the more ammunition you have, the better!
