You would think. States have been known to swim upstream of federal law however. An Illegal alien may be able to get their California drivers licence for example. If you are legal it should not matter, If not, it may be harder to buck the system. State benefits may also change in relation to non US residence. This was one of the topics in the election.

The Governor of California has nothing to do with Immigration.
