If it's that close, then you are right. I was thinking of Wisconsin flipping. That sounds unlikely to me.

If the actual final count is a tie, what happens then?

A tie in electoral votes? The House chooses the President. Not necessarily one of the candidates. But likely Trump although some would like Ryan. It has actually happened twice as I recall.

They do not have to choose either. Who knows. The Republican vote could split into Trump/Ryan situation leaving Dems to go Clinton. Not going to happen..but it is an interesting monkey wrench in the process.

And it is not all members voting. I believe it is one vote per state. Have to look that up.
