The way I see it, someone trying to cram a small weekend bag in whatever space available, fair enough.

It's folks who have a horde of hand luggage and stow them all over the place that are a issue.

It wouldn't be a problem if the rules, as you say were followed, meaning those bags would have to get checked, but it rarely does.

I posted about this subject on another site to see what the general concensus would be and the feeling was that if you can get away with traveling with something that fits under the seat then the problem goes away, otherwise ask the attendant for help (my somewhat belligerent tactic was also frowned upon there - oh well, can't be right all the time - won't do it again!). My only caveat with that is if they do put the bag out of reach on another part of the plane and you need something from it during the flight...
