The New York Times really doesn't have a history of just making shit up, and this report has apparently been four years in the making. In 2016 I think it was one of their journalists won a Pulitzer for a report on Trump's taxes with what was known at that time. They have also been very clear that they have not found evidence of Russian funds, and they are quite clear about the distinction between Federal income tax and FICA (social security tax, medicare, etc) and employment tax for his staff. This is about his personal income tax. There are things that are being looked into by the IRS, such as the multi-billion tax refund Trump got a little while back, and some conflict of interest issues in relation to his businesses that may end up being problematic, but other than that they are not claiming anything Trump has done is illegal, they are saying that he gamed the system to avoid paying income tax and that he is a serial debtor with a current vast debt.
