You are missing the point there is no reason today to even deal with a travel agent everything you can do online yourself. Now granted they do make it easier for people to book so if there policy is mandatory travel insurance then you have a choice get it or look elsewhere. My own healthcare insurance provided by my Province in Canada doesn't cover me for everything in any other Provinces in Canada so you either buy supplementary coverage or pay out of your own pocket. luckily I also have coverage provided by my employer whereas others don't.

This might have been down to concerns about a claim if you had an accident, or became ill, resulting in high medical costs. I suppose the medical service provider's lawyers might have tried to recover from the travel agent, citing some sort of vicarious liability, if you were unable to pay.
