Buying an apartment in Murcia what bills do I need to cater for apart from the utility bills

There will be IBI (equivalent of Council Tax) to pay, possibly an additional annual amount for rubbish collection (some local authorities charge this and some don't), plus community fees to pay for things like maintenance of gardens, swimming pool, exterior painting, etc.

As others have said, IBI (local council tax), Basura (rubbish collection) and Comunidad (community of owners) maintenance charges for common parts. Those are the three main ones.

On top of those you will also have to pay non-resident property taxes if you are non resident. Obviously that won't apply if you're a registered resident owner. You should also consider contents insurance as well.

In that case, why not buildings insurance as well?

Yes buildings too but he'd need to check on what insurance the Comunidad has in place for buildings. Liability insurance is often an add on worth considering too.
