ID cards are now being issued, on request, to certain categories of people in the UK.
However, they will not, under the present rules, be available to non UK residents.
Clearly, with the demise of the old "residencia" card the UK ID card would be a perfectly legal form of ID and an alternative to a passport.
Whether you approve of the UK ID scheme or not and whether you would bother to apply for one if you could, it is yet another piece of discrimination (or lack of planning) against Ex-Pats.
There is currently a E-Petition available to sign should you wish to do so.

If you read the relevant website you will see that you are labouring under a misapprehension. The card is available to those who are entitled to reside in the UK. As a UK citizen you can resume residence tomorrow if you so wish.
I'm interested to learn just what other pieces of 'discrimination' have been instituted against immigrants, or 'expats' as you prefer to call all of us who have left the UK to emigrate to Spain.
The word 'discrimination' is value-neutral. It means simply an act of choice or selection, rather 'this' than 'that'.You 'discriminated' against France when you chose to live in Spain.
People without a driving licence cannot legally drive a vehicle on a public highway in the UK. An example of discrimination we would hopefully all support.
If you are going to all the trouble of adding your name to any kind of petition it may be as well to ensure you understand what you are doing, n'est-ce pas?

You honestly feel that not being able to drive a car without a licence is a form of discrimination?

There are (amongst others) two very specific requirements to be able to get a UK ID card. You correctly mention "right of residence" but you also have to be resident in the UK. - not necessarily the same thing.
As we now seem to have two threads on this subject I am closing this thread. Please continue to post on the other thread.
