From what he has said, and where he is, I assumed it was a Spanish pension paid to the UK, I may be wrong but that was how I read it.

Under existing pension agreements within the EU, (of which UK is still a participant in this case), you contact the social security authority of the country in which you are resident.
So in UK this is DWP.

in terms of pensions normally the first point of claim is in the country in which you last paid into social security. You could in fact be UK resident but if your last employment was in Spain then that is where you would initailly make your claim.
