Couple linked to Islamic State arrested in Algeciras

A couple allegedly linked to Islamic State were arrested in Algeciras as they tried to travel to Morocco, Spain’s Ministry of the Interior said in a statement today.

There's a couple ways you can interpret this -

a) An increased terror threat. A need to be more fearful. Just what they want you to do.

b) A sign of increased vigilance. They seem to be making better use of surveillance, and actually using the intelligence they've obtained, ultimately, catching more of them. Finally.

I've seen articles on the intelligence process in Britain that explain why there is sometimes a delay (and it's probably a similar process in Spain and other European countries). They often prefer to let a conspiracy develop, so they can trace weapons supplies, infiltrate networks etc. It is of course a two-edged sword, and you have to make sure you can move quickly when a plot is close to fruition (and they don't always manage it). But don't assume the intelligence people are not focussed on this.
