A USB stick found alongside an arms cache in Ceuta contained a list of potential targets inside the Spanish enclave, marking a ‘qualitative leap’ in the terror threat to Spain, investigators said yesterday.

Couple linked to Islamic State arrested in Algeciras

There's a couple ways you can interpret this -
a) An increased terror threat. A need to be more fearful. Just what they want you to do.
b) A sign of increased vigilance. They seem to be making better use of surveillance, and actually using the intelligence they've obtained, ultimately, catching more of them. Finally.
