For returning your TIE this source says the same form you used to apply in the first place - EX23, tick Otros, give Baja por cese as the reason. So this seems to the procedure to use as it matches bobd22 above and Baja por cese is an option itself on form EX18 used by EU citizens.

But once the TIE is handed in it may be difficult to prove you were a beneficiary of the withdrawal agreement... maybe a notarized copy of the TIE would be enough?
Ah...yes looks like x23 is the one but as you say the card certainly verified that I am under WA. I suppose if I do the Modelo 30- at least I have informed the hacienda and if I have a tax cert from UK and prove under 183 then I can't be considered a tax resident. There is no stipulation that you must hand back TIE on the government website - just says 183 and proof of other tax residency. I might go to the Embassy in Edinburgh and check- didn't think of that. We have been on the padron for 20 years with no renewal or confirmation of details. That being the case, it seems you are NOT "kicked off it" or maybe it varies by town

You were an EU citizen at the time so maybe that's why? Or as you mentioned it might vary by town. Or maybe it only affects new padrons after a certain date with no effect on older ones?

We were put on the Padron in Nov 2020 and the paperwork was stamped "Temp" as the lady in the town hall argued with us (well she argued I just gave her the paperwork from Alicante) about us not being allowed on the padron as we were not resident.
After we got the TIE (May 2021) we went back and they updated the Padron.
I spoke to them last week and was told that they would give me a "Historic Padron" showing we had been on it for five years so we could use it for the TIE renewal to Permanent.
So you dont come off, unless the town you live in bothers to check.

I first went on the padron around 2018 and either 2020 or 2021 I got message from Ayuntamiento to say to attend to renew it, I did no problem. fast forward a few years and we asked at ayuntamiento when would be our next padron renewal they said don't worry we will contact you to let you know whenever you need to renew. We recently found out as wife needed pardon certificate to renew TIE tha we get it online now so long as we have electronic signature.
