Before anyone could possibly answer that question, it would be necessary to determine your interpretation of animal cruelty.
Once that has been established, we can forcefully disagree and correct you.
Then the argument can commence.

One thing I notice in Spain, compared to other Med.countries is the often limited use of outdoor space and hence a terrible smokey indoor atmosphere much worse than needs be.
No doubt this could be down to a number of reasons such as location and limited available space.
However I think the various restrictions and taxation systems for bars and restaurants also have a big bearing on the issue.

Maybe in the pueblos they dont, but a lot of bars their are like extensions to people's living rooms that just their mates use. I've walked into 1 or 2 in the past and wished I didnt

Re: Smoking Ban for 2010
Apparently a chap who runs a bar in a nearby village to us had already turned his own living room into the bar and the original bar just has a table and a couple of chairs for non smokers and non-regulars. He did this to get around the smoking ban - now everyone sits in his sitting room as his "guests", but they have to buy the drinks in the store room and then walk round!!?
Also, someone was telling me of a village pub in the UK where the regulars and locals have all contributed to a "fine" box and smoke in their bar as they always have. In the event of getting caught, the landlord has this box of money ready to pay the fine - he hasnt been caught yet and its been going on since the ban! He's also found his turnover has almost doubled and people travel far and wide to go there - he says he doesnt have the unecessary costs of outdoor heaters, or of course the extra "carbon footprint" that they would create!
I was discussing all this this afternoon and apparently the smoking ban in Spain still hasnt been confirmed as definate???????? Is this the case??

It's a pity you can't just introduce the ability to have a smoking room and leave it at that, but make it compulsory for all bars to have at least one no-smoking area,

Can there be a bigger waste of energy than all those patio heaters the pubs installed after the smoking ban in the UK?

IMO, that would have been the sensible option, or if places werent big enough to have two areas then either they could have the choice or indeed make them no smoking bars??
