Wood burner, my chimney narrows as it goes up and the flue goes to the very top.....the smoke only comes back in when its really windy otherwise its ok!

Could you not just block up one hole at a time to see if that solved the problem? I'm sure, at least in my case, that the problem was the direction of the wind rather than its strength.
