Short term renting

I'm looking to rent my flat out short term in Valencia and two people have mentioned to me that there is some law in effect that prevents short term rentals with flats higher than the 2nd floor without a lift.
I'm not sure how true this is and I couldn't find any information about obtaining some form of permit like they have in Andalusia.
Anyone heard of this?

There is certainly a law now which requires you to have a licence if your renting out rooms, flats or a whole villa.

For Alicante and Castellon there are other offices.
The lift access is necessary from the 4th Floor upwards
There are various "levels" of service required depending on the category under which the property is registered
