You can keep / open both a uk based play store or apple store account if you have a uk based credit card. The problem comes. Apple used to require you to keep a valid card and it was a problem if it wasn't a uk card.

You aren't required to provide payment details just to register for an Apple ID ("iTunes account"). They might ask for it but you can skip this.

P.S. It's only when you have a paid subscription and payment info stored... that you cannot just delete your one and only payment option whilst maintaining your subscription.
