Your making the assumption that the website will only be in English, and run by, for the benefit of exclusively British Expats.
As we live or plan on living in Spain, why can't it be a joint bilingual effort ?
There must be Spaniards who feel the same. As for saying who will read it, how many people of a population of 61million in the UK read the RipoffBritain site ?

In my experience, writing to the foreign language media does not seem to have any effect.
It was so that I did not offend other nationalities by appearing too parochial. ( In the sense:- Narrowly restricted in scope or outlook; provincial: parochial attitudes.)

I am aware of what parochial means, no need for the condescending attitude
The fact remains, that it is still a good idea, as it will give any readers an idea of the rip off companies and individuals so they can avoid them.
Hopefully the loss of business will encourage them to change their ways, as in let the market decide.

Why would they want to fund a site that is half in English?
Anyway, has anyone checked if a site like this exists or not in Spanish?

It`s simple to set a site up, but would you have the time to run it or pay for the upkeep and also pay for the possible legal actions against you ?

Naming and shaming is ok. if there is back-up evidence. If not a disgruntled person could put something on about anyone that is not true. Imagine you are a plumber but someone you know down the road is getting all the clients. So, they put on a few comments about their rival...........
