Yes that is how I meant it to come out not a rule change. Central government checking ayuntamiento are not claiming money for non residents registered on the padron. As for your final point there will always be some that live under the radar, but they may if have signed on the padron get a knock on the door!

A bit of info for you, I am a tax resident in Spain and have been for the last 10yrs I have been on the Padron all of this time, now contrary to some comments about six months ago I purchased a new car which I couldn't do without a Padron dated within the last three months?? still confused!!!

The padron document must be a recent 'print-out' to verify that you are still, actually, on the register.
There are some that were on the padron and then went back to UK. If they came back to purchase a car, they might try and use the old document without actually being on the register any more.
