Do you happen to know what these apartments are called? I don´t, but there is an article here: http://www.nodo50.org/ecologistas.pu...hp?prensa=5094 listing some illegal developments in El Puerto. Could be one of those.

Puerto Sherry was started by the company Brent Walker which as you probably know, went bancrupt in the middle of building Brighton Marina at the same time. Brighton Marina got bailed out but no one would take over the debts of Puerto Sherry so it has remained half finished and in the middle of a drawn out legal case as anyone wanting to buy it has under Spanish law to take over debts left by Brent Walker as well. Reports are that in the Autumn work will start again as the houses half finished have now been been certified architecturally sound and the ayuntamiento has apparantly come to an agreement about the debts. The finished appartments are not illegal but the half completed ones have debts attached. I nearly bought one a couple of years ago and checked the situation.
