no of course not but many of the residents werent registered and so we werent getting the amount of services that the resident population needed. Now we have a secondary school being built and hopefully we'll get a police station too

so then of course they needed to register as resident - & presumably/hopefully that's what they did?

I know the extra funding was partly because they registered on the padrón - but it wasn't a need for actual non-residents to do so, it was a need for un-registered residents to do it!!
