Non registered Brits

I've just read a couple of articles, the first saying that 750,000 Brits are drawing their pensions in Spain. The second article said that 350,000 European Expats are registered to vote in Spain in the forthcoming elections, only 84,000 of them being Brits.
So that means there are 666,000 UK expats drawing their pension in Spain but are not registered on the padron? Am I getting this right, or is there a different procedure for registering to vote.

You do have to be registered on the padrón to be able to vote but you have to register separately to actually vote so it is possible to be on the padrón but not on the electoral roll.

So we have to assume that 666,000 Brits either don't know that or can't be @rsed!

I expect so.
As long as they've got the sun, their booze and satellite TV they're probably quite happy and totally oblivious to what is actually going on in this country called Spain.
