Are NIE cards needed to get a mobile broadband dongle or mobile SIM in Spain?

No you do not have to be resident to get an NIE.
These are required by non residents if they acquire taxable assets like property.

I just got a new smartphone and a contract with Movistar yesterday and all I needed was my passport.

So far we have got the utilities, land line, internet and 2 payg phones and have only had to produce our passports.
Although we have now registered on the padron for the area we do not have an NIE and did the above before we registered.
It seems a bit like everything else here in Spain, depends on how they feel on the day, lol.

Same thing here in Malaga.
Have electricity, land line, TV and internet (thru Telefonicia), apartment rental contract, 2 pay as you go phones and 1 on contract all with just a passport. No-one has even asked about an NIE.

To the last two posters you might find that you only have short term contracts with the utility companies by using passports. You really should have NIE numbers though!
