Nothing really new there.
Spain introduced that rule a few years ago in line with the EU draft directive at the time. It only applies to residents who do not exchange their licences.
All that has happened is that the deadline has arrived and all countries now have to comply with that rule.

I have a paper medical certificate that is dated January 2008. My UK licence expires October 2016. When I took the medical I think the rules were every 5 years after 45, but of course they are now 10 years upto 65. I know the medical is now computerised, so I'm not sure whether I need to renew it now or whether it is still valid ?

The basic rule is that you must meet the same conditions that apply to a Spanish licence holder.
If you had renewed a Spanish licence in 2008 it would now be just coming up for renewal under the then 5 year rule. When they changed the rule to 10 years it did not extend existing licences.
To be 100% sure that you comply I think you will need to get a new certificate but I doubt that the Guardia would be that precise about it.
If you are going to have to change it in 2016 why not change it over now.

I'm a non resident at the moment but am staying here with a view to becoming resident when necessary. I am having a car brought over at easter, which will be taxed and insured, and spanish registered. bought from a specialist garage in Enland. When will I need to change my UK licence to a spanish one, and when will I need to make any changes regards the car.. sorry to sound so dumb.

Your UK driving licence will not need changing until the photo part (plastic card) runs out. Before then you will need to exchange it for a Spanish one. The other thing that you will need to do, is to make sure that you have the correct medical.
