"The bad news is that if the sale price is higher than the reference value then the tax will be based on the sale price. However, if the sale price is less than the reference value it is the latter that will count. In other words, there is no win, win on this. You will always be charged at the higher value."

That is inequitable!

I simply cannot believe the Spanish would try to pay cash under the table in a deliberate effort to avoid pay tax!

Those days are gone in my experience - in Alicante province, the Notaries are now much more regulated and accountable.

This is not really new. In 2010 when we bought our apartment six months after the event we got a tax demand for more Plus-valia .Our lawyers fought it for a bit but in the end difference between what we paid and Malaga "Valor Casatral" and they based their tax assessment on the latter as the tax take was greater. I pleaded poverty and ended-up paying off in monthly installments over three years.

I can go back to 1984 with similar

I did find the reference value of my house, available from Catastro at:

I understand not all are available yet....

Yes, I only checked apartment, not storeroom and parking slot but definitely lower - lower than the amount they calculated in 2010 when I had to pay extra tax
