La Referencia Catastral - how to get it?

I gather La Referencia Catastral is equivalent to a UK Land Registry entry. My friend advises obtaining this information prior to purchasing a property as it will show exactly the original building plans of any property. My question is: apart from the official www.catastro.meh.es website (which doesn't seem to be functioning!) how does one obtain this information? From the local Ayuntamiento? Does anyone know the procedure? Thanks.

click the circle to the left of Localización, and put in the address.
working fine here.

Hmmm....... maybe not so easy if you live in the campo with no village, street, or house number (or even in some cases house name
).. just tried, thus far without success!

I'm in the campo and they haven't named the 'dirt track' we live on but using the info above, it worked fine.
Be aware that in this area (and maybe all of Valencia?) they have just renumbered everyone. This means there will be two catastral references for the same property - they are identical. Unfortuantely for me, as part of this exercise they used my NIE but with someone elses details to issue the IBI.
This meant that my bill went to the other person. The town hall looked up the new catastral reference, saw my NIE but also saw the other persons details. I had to provide my residencia before they agreed they had boobed.
Perhaps everyone should check their catasral reference and details in the light of this?

I'm not aware of having a poligon or parcela number; even our address varied from document to document. We're a lugar sin numero, from memory..... I did try the rustica, it seemed obvious but without a parcela number I'm stumped! Maybe it's on a piece of paper somewhere but I don't remember such a thing - it's an old molina with a name which has become the generic for about 6 new houses in the immediate (250m or so) vicinity!

Thank you all for your advice, especially Fred. The goolzoom website did the trick! Kept getting "ovc.catastro.meh.es uses an invalid security certificate" each time I tried the official website.

It does that to me as well, but you just have to add an exception and you can get in.

As Rachel said, just ignore the warning or create an exception if required.
The Goolzoom site even gives access to the detailed digital maps of Spain.
