Maybe someone can tell me how much it would cost to get an Architect/Engineers survey for boundaries and building costs (Girona region)?

We had ours done when we first arrived as we couldn't believe the IBI costs. They did the boundaries and also the buildings. It cost us 300€ back in 2007

€300 seems a very good price and that was the whole survey (quality of land for building, confirmation of building permission, boundaries)?

No, that was just a survey of the existing buildings and the boundaries.
Confirmation of building permission can ONLY come from the town hall. An architect can submit plans, but that's all.
An engineers report on the quality of the land as a building plot (how deep you need to go etc.) is something different again.

When we did ours, we had to submit full plans to the town hall. Then, after many (serial) revisions (they never tell you all the issues at once), we had to pay the town hall a percentage of the cost as taxes to get our permission.
