The final version of the European Union's guidelines for the Brexit negotiations have kept the clause which singles out Gibraltar for a Spanish veto.
Clause 22 has become clause 24, but the text remains unchanged and just as objectionable to Gibraltarians as it was originally. It reads: "After the United Kingdom leaves the Union, no agreement between the EU and the United Kingdom may apply to the territory of Gibraltar without the agreement between the Kingdom of Spain and the United Kingdom." If another referendum on EU membership were held tomorrow, the Union would be lucky to get one or two votes from Gibraltar, according to the Chief Minister.

The Chief Minister has reacted to the Spanish Foreign Ministry's Brexit document planning changes to the Rock’s economic status, saying that as usual, the welfare of its own people hasn't got in the way of Spain's neo-colonial ambitions over Gibraltar.

The Chief Minister, the Hon Fabian Picardo, said: 'It is no secret that Spain has been deliberately causing problems for Gibraltar at our border and through its incursions into British Gibraltar Territorial Waters.
