You are looking at things from a British point of view, Spanish people like in a lot of other counties like living in flats, and we dont have such a downer on flats as people for the UK do.

You would be surprised that some flats that look quite bad on the outside, will be nicely laid out and good spacious family homes on the inside.

With unlimited money I would always choose a luxury flat over a detatched house, and most of the Spanish people I know would.

I've had nice flats and by no means look down on flats/apartments but those Spanish ones are not nice. I'm giving very serious thought to one at the moment in Cardiff Bay, three beds well appointed wonderful views and may make a good buy to rent (for a while) if he'll come down another 15K but its in a different league to the ghost town flats.

Could the local authority take the development over?, make a sort of housing estate and rent out to low income/out of work families? Rescue the buildings, make it a social project.

I've seen inside these flats on Spanish TV, they are actually pretty nice with lovely communal gardens and pool. I'd have no problem living there if they were in a better location!

In Cape Town they closed down the old slum area called Sector 6 and moved all the occupants 20+ miles away to a new area called SOEWETO, look what happened there.

Spain built an airport at Ciudad Real, with an AVE station on the side, except the train people didnt want to stop there (if effected their times), no one wanted to work there, no one wanted to land there because they had no facilities, no other transport - just a waste of money.

In 50yrs time it will be a dust blown ghost town and Tony Robinson will be including it in a TimeTeam special on Planning Cockups ! !

If you build a "fun place to be" without the infrastructure at the same time then it will never come about !!
It happens all over the world. In the UK we had a huge estate that was occupied over 10 years ago and they have only just got round to building a school. In the meantime the poor kids had to be bussed across the town, adding to the traffic problems with mums on the kids run before going to work etc etc.
It does not work.

why build a whole estate - and fill it - without a school?? (the one they have now built is too small and has got to have a large extension)
