Gerrymandering against the foreign vote

Our mayor has just issued a notice saying that Europeans must check to see if they are still on the padrón since the rule is 'five years for Europeans and two for non-Europeans'. Many names have been removed apparently. The thing is, while other town halls made a similar announcement last autumn, our town, concerned about the foreign vote, has evidently waited until January.
The question is - will the INE election authority allow returned foreigners to waive the 'six month before you can vote' rule?
Municipal elections are on May 24th.
